Department of International Scientific-Technical Cooperation performs Agencys functions related to:
design, implementation and harmonisation of the programmes of international scientific-technical cooperation, with special focus on long-term scientific research and development programmes;
establishment of direct cooperation between domestic and foreign scientific institutions and economic entities;
coordination of multilateral and bilateral programmes in implementing scientific research and development programmes in the Republic;
organisation of local personnel training in the country and abroad based on multilateral and bilateral programmes;
organisation of international conferences, seminars and workshops in the country and abroad;
cooperation with the institutions from developed countries of the region and developing countries;
translational assignments related to the affairs of the Agency and organisation of the programmes of delegations and foreign expert missions whose stay in Montenegro is arranged by our Agency;
design of semiannual and annual reports and work programmes.

Department of International Educational-Cultural Cooperation performs Agencys functions related to:
design, implementation and harmonisation of multilateral and bilateral programmes of international educational and cultural cooperation, with special attention paid to the exchange of scholarships for education, professional and scientific training of the candidates from Montenegro and foreign citizens abroad and in our country respectively;
improvement of teaching methods of language and culture (exchange of lectors, lecturers, training programmes for students and teachers)
participation in the programmes and activities of international non-governmental and governmental organisation dealing with education and culture;
exchange of teaching personnel with various educational background;
coordination of the cooperation between Montenegro and the United World Colleges;
exchange of artistic and cultural programmes, and participation at international cultural events in the country and abroad featuring music, drama, performing and visual arts, film, literature, translation;
strengthening international cooperation between cultural institutions, expert and artistic institutions and associations;
cooperation with foreign entities working on protection of Montenegrin cultural and artistic heritage;
implementation of the programmes of cultural-informative and other centres representing our country abroad, and cooperation with cultural-informative centres of foreign countries in Montenegro.
